The Western New York and Pennsylvania Railroad is the operator of the former Erie Railroad line between Hornell, NY and Cory, PA. This line became part of the Norfolk Southern Railway following the split of Conrail in 1998. In February 2001, NS entered into a ten-year sale/leaseback agreement with the Southern Tier Extension Rail Authority, which had been previously formed by Chautauqua, Cattaraugus, Allegany, and Steuben Counties for the purpose of facilitating property tax abatement and securing grant funding to re-establish the rail line as an essential part of the region's economic development infrastructure. In April 2001, NS subleased the Hornell-Corry line to WNYP for thirty years.
